TMA Four Standing Pillars
The Minnesota Assembly (TMA) is comprised of functions known as pillars. These pillars are necessary to maintain balanced support for TMA giving direction and establishing protocols used for TMA business and functions.
Minnesota has four Pillars, and each Pillar has its own area of focus and operation. The Four Minnesota Standing Pillars and their respective areas of operation are:
- The General Assembly Standing Pillar provides a discussion and decision forum for intrastate business and acts as a Committee-of-the-Whole to decide issues of general interest, conducts elections, and provides oversight for all TMA functions;
- The Jural Assembly Pillar provides the Court Service (including Court Venue, Jury Pool, Law Education, and Litigation Committees) and oversees the Coroner’s Office Committee, Sheriffs Committee, Land Patent Committee, Grand Jury, Trial Jury, and officials and functions of TMA Living Courts;
- The International Business Pillar conducts the international and interstate business of TMA;
- The Militia Assembly Pillar is focused on promoting public safety within the boundaries of Minnesota and is the "well-regulated" militia guaranteed to each State for its internal security.
Because we govern by Committee, each of our Four Standing Pillars operate as a "Standing Committee of the Whole" with smaller, more specialized focus committees operating within them to handle business.
TMA Pillar Standing Committees
Each of the Four Standing Pillars is made up of multiple Committees. These Committees are responsible for specific areas of TMA functions within each Pillar structure. Committees are made up of members who are living men and living women (wo/men) who have become American State Nationals (ASN) and American State Citizens (ASC). These wo/men have decided to take an active role in determining the establishment, direction, implementation and management of the overall TMA functions and procedures.
Structure and functions for each specific Committee shall be as described in this document. Committees shall be expected to meet as required to address issues under their prevue in a timely manner. In general meetings shall follow the protocol as outline here in.
Standing Committee Meetings, Committee Members and Expectations:
All committees shall meet as least once a month but are expected to meet as necessary to address any critical and/or time sensitive issues. Committee activities shall be reported at the Minnesota General Assembly Meeting.
Meetings are scheduled by the Committee Chair. All Committee members will be notified of dates and times and be provided with an agenda.
Living wo/men who are members in good standing with the TMA are eligible to join Committees. Members are volunteers who contribute their abilities, knowledge, and time to help ensure the smooth operation of Committees and Pillar structures. It is preferred to have an odd number of members, to aid in the voting process, but the total number of those members shall be determined by each Committee and the number of volunteers available.
Each Committee shall have a Chairman or Chairwoman, the Chair. Each of the Pillar Assemblies shall determine how their respective Committee Chairs shall be seated. The Committee Chair shall have the following responsibilities:
- Schedules, hosts and moderates Committee meetings;
- Sets and issues meeting agenda with allotted time schedule;
- Maintains meeting decorum;
- Ensures meeting notes and action items are recorded and distributed in a timely manner to the Committee members and the General Assembly Secretary.
As TMA has a "bottom up" structure, where we are all leaders in our own way. We need everyone to bring their best work, as many hands make light work!
Committee work can at times deal with conflicts of interest issues. When those issues are known, the Chair shall recuse himself/herself from any other Committee, or Chair position, dealing with the conflict.
When any group of people comes together, there will be different priorities, opinions, and styles of working. The following guidelines shall be used to help the Committee work to proceed smoothly, with minimal tension:
- Members are responsible through their own self-governing for knowing the agenda and being ready to contribute.
- Members are responsible through their own self-governing to consider how they present themselves – think first, approach with logic, and use common sense before acting or speaking.
- Establish realistic, specific, and attainable goals.
- Identify strengths in members.
- Support your opinions and ideas with facts.
- Feedback and commenting are encouraged but stay “on topic" and be respectful.
- Different schools of thought lead to creative solutions.
- Make sure everyone understands the problem, proposed solutions, and dissenters’ concerns.
- Pass moves only after careful consideration of all proposed solutions.
- Win-win collaborative results are always better than compromise.
- Practice The Golden Rule: Treat others and their ideas the way you would like to be treated.
- Commit to avoid the 3Rs (resentment, resistance, revenge) and the 3Cs (complaining, criticizing, and condemning); sarcasm and swearing sound unprofessional and can be misunderstood.

- The current site has a means for showing the first page of PDF documents -- then with a Page Turning button beneath. Lots of variations exist to accomplish this same effect. Jim has created one means here.
- Deciding if we can settle on a more manual back-end instead of using "drag-drop" limiters.
- Your preceived listing of needs, requirements, challenges, considerations belong here:
- Jim has not yet, nor ever, gotten fully logged in and up to speed with the existing GoDaddy
- Once Jim gets himself to such level, he can then work to obtain all of digital objects, artwork, icons, images to continue fashioning Joomla! 5 to replace GoDaddy. Plus a whole lot more.
- It is possible to implement a "menu reduction" project to include descriptive icons and less text. The current wireframe design of TMA is where we start when we are focused on committee, role, education, content, forms, data, organization, communications.

The new Minnesota Assembly portal system v1.0 service center is set to display the Four Pillars as guided by The American States Assemblies educational materials.

General Announcement
The time is now to join together to train committee members to try out TMA Concept Web to interactively do our transcribing from our current website into the portal. We can now word process our content (outlines, presentations, images, links, references, templates, etc.) directly to the committee record. Once the committee approves and submits to record for consideration, the information goes into a buffer we all share.
As of May 27, 2024 all contents displayed by this system are suggested placeholders, meaning that we can change anything or everything to suit our needs.
This concept portal has many pointers back to the exising website to help committee members read, review and migrate the content.
Please be aware of the fact that we have yet to invite people from The Minnesota Assembly to login and begin to adapt from our current website to this new concept portal system.
At present we (The Assembly) have many people helping in the overall administrat/adjusting and managing of the website public website (via Go Daddy) and now today you can begin to see the future taking shape. We have established roles, groups and permissions to be able to share this workload with anyone who would volunteer to approach this with the required due dilligence along with us.
There are several components to this new portal:
- Front end and backend Joomla! 5.1 CMS (dubbed TMA Portal)
- Front end and backend Moodle (dubbed MAEOC Data Center)
- Middleware to join Joomla and Moodle (known as Joomdle)
- Single Sign-on capacility, meaning when you login to the portal you will also be logged in to the Data Center. When you logoff the Data Center, you may also be logged off the portal
- Be sure to have saved any editing sessions prior to logging off.
- Save your work often, as there can be no guarantee an active session won't be interrupted.
- Bare in mind, the doing of Government Works means we are here to add value, make a difference and serve the people.
There will be links to every thread of useful content regarding these huge topics. Members can all take part in changing those contents by editing the content options settings in the blog-like tabs in our system console. There is a link to System Console if you are logged in.
If you want to have your content and posts broken into several parts, an introduction and then a full length separate page, use the Read More span to insert a break. Fasten your seatbelts for a powerful ride.

Our all-new Minnesota Assembly Portal site has some commonly used modules already preconfigured. These include:
- Image (type: Custom), which holds the image beneath the menu. This is a Custom module that you can edit to change the image.
- Popular Tags (type: Tags - Popular), which will appear if you use tagging on your articles. Enter a tag in the Tags field when editing.
- Older Posts (type: Articles - Category), which lists out articles by categories.
- Ongoing Topics (type: Articles - Category), which lists out articles by the single category of your choice.
- Syndication (type: Syndication Feeds), which allows your readers to read your posts in a news reader.
- Login Form (type: Login), which allows your users to access restricted areas of the website.
- Integrated Meeting Rooms (committee, public, education, issues, general assembly).
- Off-site Links to your social media platforms and shared calendars.
- Conditional Content to help guide readers to the next item when they are up to speed.
Each of these modules has many options which you can experiment with in the Module Manager in our System Console. When you are logged in you can also select the edit icon in the top right corner which will take you to an edit screen for that module. Always be sure to save and close any module you edit.
The Minnesota Assembly v1.0 also includes many other modules we can incorporate in our platform systems. As we develop our site we may want to add more modules that we can find at the Joomla Extensions Directory.
Our all-new TMA Portal site has some commonly known categories already preconfigured. These include the extensive listing (below) but first...
One of the first phases of this work involved obtaining a listing of these pages to render as a new modules and categories in the new system. This following list is the SiteMap for the current website. These links will open browser tabs to the current Minnesota Assembly website. Soon we will have all of this content migrated into our new platform.

This new concept work is based on the current website at http://minnesotaassembly.net and the September 2025 Joomla! 5.4.0, Moodle 4.5.7, PHP and sizable list of related Linux, Apache, cPanel and MySQL open source software.
This is essentially a blog style CMS (content management system) but with our administratively developed infrastructure and workflow for our state government and educational administrations.
This work gets most of its references from
the current website in order to fashion a new
web portal on our own platform.

Let's study this guide together, as we co-develop the model county systems.
I propose using Aitkin County as a sort of template prior to duplicating the functions.
All job descriptions, documentation and process workflow will be established to create and support the 30+ seats needed for every county --- in the land and soil jurisdiction.
The first order of business can flow something like this...
- Creating the County Data Collection Format, which will be used for primary input by everyone one who 'actively status corrects' using The American States Assembly educational resources.
- Developing the dataset and collection forms to provide a combination of training, preparation, document creation, review, editing, revising. Then printing, downloading, etc.
- All the steps to recording and steps beyond, in any one's circumstance, can be offered inside the program workflow.

Here's the Coup de Gras on what is taking place right now, known as the Lieber Code.
Remember, I told you we've been under military rule for at least 75 years or more, since HJR 192 was implemented and they removed all the gold (money of substance), money was reduced to mere military scrip / Federal Reserve Notes.
